The Former President's Progressive Warning Misses The Continent's Real Danger: Economic Stagnation.

Donald Trump's national security strategy offers a flawed assessment of Europe. It claims that open-border policies and so-called "progressive" agendas represent an existential threat to European civilization. However, this perspective is based on a fundamental misreading of the situation. The actual danger confronting the EU is not societal but technological and economic backwardness.

The Stark Economic Divide Separating Europe and the US

The data paint a stark picture. Between 2008 and 2023, US GDP surged by 87%, while a paltry 13.5% growth for the European Union. During this time, EU GDP per capita fell from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Today, about 50% of the world’s top fifty technology firms are American, while only four are from Europe.

The Innovation Deficit: The Core Problem

The growing economic gap stems from superior productivity growth in the United States, largely due to technological innovation and better use of resources. The scene of world technology leadership is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, versus only fourteen in the European continent.

This gap raises a pressing question: As the competition for future industries like semiconductors, AI, and quantum computing, where does Europe stand? Most analysts concede it is essentially a contest between two involving the US and China, with Europe entering at a clear handicap.

Root Causes of the Continent's Technological Lag

A number of major factors account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and agile network for financing new ventures. The EU still lacks a genuine unified investment market, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A US startup can introduce a product under one set of laws to access a market of hundreds of millions. The European Union, despite a bigger population, is divided among 27 different national systems, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

Despite these hurdles, one can find reasons for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Key reports on EU competitiveness and the internal market point to the need for sweeping changes.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater levels of commercial innovation.

Europe still possesses significant advantages: high-quality human capital, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these foundations could trigger a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

An Inflection Point

The European Union now faces a decisive crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. But, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
